The Clinical Consultant has overall responsibility for execution of one, or more, medium-sized, moderately complex, Clinical projects and is responsible for overall coordination, status, reporting, and stability of project-oriented work efforts within the Clinical and Ancillary Portfolios to ensure that assigned projects and milestones are delivered on time, on scope, and on budget.


Execution includes the direct completion or, the coordination of the completion, of project plans (WBS’s), project-level reporting, financial management, and all appropriate documents and Gate Review materials required under Hoag’s PMM (Project Management Methodology) for a variety of projects including, but not limited to, new application deployments (COTS and custom), process improvement, application, and technical upgrades, feature/function enhancements and technical infrastructure enhancements. The Clinical Consultant will lead matrix-style projects teams including, but not limited to, technical resources, Subject Matter Experts (SMEs), vendor representatives, and Business Analysts to achieve the stated goals of assigned projects


The Clinical Consultant will provide leadership, guidance, influence and mentoring for project teams as well as a route of escalation for project-related risks and issues. The Clinical Consultant will drive project-related communications to Portfolio, Application and IT leadership, business leadership and various project and program stakeholders to facilitate project definition, direction, and status, as well as partner, with the Clinical leaders to achieve the goals of assigned projects.


The candidate is also responsible for:

  • Ensure the successful completion of assigned projects including all project-related deliverables found within Hoag’s PMM including, but not limited to:
  1. Project plans, Scope documents, Budgets, WBS’s, Project Task Schedules, Business Requirements, Technical requirements, Training Materials, Transition Documentation, Stakeholder Communications, and Support plans
  • Identify, request, coordinate and manage project resources
  • Create, manage, and monitor Project resource assignments
  • Perform periodic project-level quality reviews:
  1. Ensure project schedules, risks and issues are being maintained
  2. Ensure resource assignments are clear, well understood and up-to-date
  3. Coordinate dependencies, critical path items, and resource allocations across projects
  4. Ensure the PPM project management tool is maintained
  5. Ensure project budgets, including ETC’s and EAC’s, are managed and reported o Ensure project, schedule, risks & issues, resource, vendor, etc. conflicts are addressed and/or escalated to Program Manager or Director PMO in a timely fashion.
  • Coordinate with the Infrastructure, Applications, Data, Customer Relations, and Clinical Adoption teams, as well as other IT groups, for communication efforts as well as project execution efforts
  • Participate in the IT Capital Planning and forecasting processes
  • Identify and communicate tools and techniques for continuous improvement in Hoag’s PMM that support Version 2 Page 2 of 5 2/18/2016 superior project outcomes and exceed our customer’s expectations.


Education, Training, and Experience:



  • Bachelor’s Degree in Nursing or related Health Care field, or Information Technology or related field
  • At least 3-years experience as a healthcare worker in a hospital or supporting healthcare workers in a hospital
  • At least 5 years of Project Management completing medium-sized and moderately complex clinical projects.
  • Exposure to the workflows / patient flows of one, or more of the following Clinical lines is required: Nursing, radiology, peri-operative, laboratory, pharmacy, cardiovascular, Emergency Department, etc.
  • Understanding of several types of Project Management tools and techniques such as LEAN, Six Sigma, etc.



  • RN or other health care field certification - Project Management Professional Certification (PMP) and/or - Program Management International – Risk Management Professional (PMI-RMP) and/or


Skills or Other Qualifications:


  • Prior clinical projects including clinical workflows and process flow implementations - PMO / Project experience with overall responsibility for medium-sized and moderately complex clinical projects
  • Advanced knowledge and proficiency in use of project management methodologies including triple-constraint management and change management techniques.
  • Ability to work on multiple projects at one time - Strong analytical, solution design and process design skills
  • Strong process background including strong documentation skills
  • IT background including familiarity with the current technologies and trends
  • Strong verbal communication skills including the ability to make presentations
  • Excellent influencing skills
  • Strong resource utilization skills
  • Meticulous budgeting and forecasting skills
  • Strong written and oral communication skills including documentation and presentation skills
  • Expert use of MS Office toolset (Word, Project, Excel, PowerPoint, and Visio)



  • PMO project management experience within a large environment
  • Working knowledge of the Project Management tool Mariner (or other similar industry tools)
  • Exposure to ITIL, CMMI, PMI, etc.
