Job Description:

The Core Laboratory Manager has direct responsibility for the management and supervision of the Core Laboratory division of the Department of the Pathology and Laboratory Medicine which includes Chemistry, Hematology, Coagulation, Serology, and Urinalysis. This management and supervision includes oversight over the technical, regulatory, laboratory information system, human resources and budgetary aspects over the Core Laboratory at Hoag Hospital Newport Beach (HHNB). The Core Laboratory Manager will work in close conjunction with the HHI Laboratory leadership team to standardize equipment and processes, synchronize projects, ensure regulatory compliance and identify cost savings opportunities. The Core Laboratory Manager will project an image of professionalism in communication, appearance, and conduct while supporting the mission of the department and the organization. In addition to the job specific essential functions listed below, will perform other duties as assigned.


Essential Functions:


Technical Management:


  • Selects test methodologies, instrumentation and scope of service in conjunction with the Medical Director and Laboratory Administrative director.
  • Leads process for new test and instrument selection.
  • Submits process validation plans for new test methods and instruments that includes verification of precision, accuracy, correlation, analytic measurement range and reference ranges where applicable.
  • Establishes and maintains a quality control program appropriate for the testing performed in the preanalytic, analytic and post-analytic phases including IQCP where indicated.
  • Ensures accuracy, validity and timeliness of testing.
  • Ensures availability of clear, concise and regulatorily compliant standard operating procedures that reflect current process for all departmental functions.
  • Oversees physical lab environment.
  • Identifies need for LIS enhancements and participates in enterprise LIS optimization and upgrade initiatives.
  • Maintains and enhances the electronic laboratory test compendium.
  • Resolves technical problems and ensures that remedial actions are taken whenever test systems deviate from the performance specifications or during instrument downtime and ensures proper functioning before resuming testing.
  • Keeps Medical Director informed of physician complaints, physician optimization or new test requests, progress on new process validations and anything that may impact patient care.


Budget/Fiscal Management:


  • Develops annual operating and capital equipment budgets for all Core Laboratory cost centers and completes budget and productivity variance analysis as requested.
  • Completes unplanned capital equipment requests with thorough justification as indicated.
  • Maintains accurate chargemaster and CPT coding and monitors billing and revenue.
  • Adjusts staffing according to workload and productivity measures.


Management of Human Resources:


  • Supervises division employees including hiring, work assignments, orientation and training.
  • Manages personnel consistent with Human Resource and Hospital policies, performs coaching and counselling as required and works to establish a culture of trust and accountability and to make staff feel valued and respected at all times.
  • Promptly address performance and behavioral issues.
  • Maintains open communication with staff by leading huddles and staff meetings, seeks input, involves staff in decision making, and keeps them informed of departmental goals, quality metrics and projects in flight.
  • Helps each individual understand how his/her work is important to the success of the team and the organization by communicating hospital updates and linking the work of the Laboratory to the hospital value index.
  • Completes performance reviews and clinical ladder evaluations in a timely manner.
  • Participates in regular bi-campus team meetings with Core Laboratory Supervisors, Leads and Technical Specialists.
  • Ensures appropriate project resourcing.
  • Develops staff through assignment of projects and responsibilities matching their interest and skills and provides review of work, feedback, encouragement and coaching.
  • Provides recognition for and celebrates project completion and noteworthy performance.




  • Maintains compliance with all Federal (including Medicare and HIPAA), State, DNV and CAP standards for listed disciplines.
  • Ensures enrollment and participation in an approved proficiency testing program including documentation of proficiency testing review corrective actions and self-assessment when indicated.
  • Ensures completion of periodic auto verification and calculation validation and method correlation as required by CAP.
  • Directs mid-cycle CAP self-inspection with completion of any identified corrective actions and represents the Core Laboratory during all regulatory inspections.
  • Ensures regulatory compliance at both HHI and HHNB Core Laboratories.
  • Maintains a training and competency program incorporating all six CLIA competency methods in fulfillment of CAP requirements.
  • Maintains accurate CAP activity menu and standard operating procedures.
  • Prepares and or assists with inspection applications and reports for all hospital, point of care testing and transfusion medicine areas that directly affect the department
  • Lead CAP, DNV, State and other accreditation activities including inspection readiness and representing the Core Laboratory during on-site inspections.
  • Participates in CAP peer inspection of other facilities as requested.


Quality and Process Improvement:


  • Manages and prioritizes optimization projects by way of the Core Laboratory Steering Committee.
  • Selects and directs completion of the Core Laboratory Key Indicators of Quality with analysis, conclusions and next steps.
  • Ensures documentation of nonconforming events and directs nonconforming event (NCE) root cause analysis and corrective actions.
  • Utilizes NCE trending data to direct quality improvement efforts.
  • Working in collaboration with the Quality Manager, maintains a comprehensive quality management program for the Core Laboratory.
  • In collaboration with Education Coordinator, provides educational opportunities for the staff that are aligned with the goals and needs of the Core Laboratory and the hospital.
  • Provides data as requested for decision support.
  • Develops annual goals in support of the hospital value index.
  • Prepares a Core Laboratory annual report.


Staff and Self Development:


  • Stays current with the technologies and advances in his/her area, department, and/or field.
  •  Identifies training needs of the staff ensuring that each individual performing tests receives regular inservice training and education appropriate for the type and complexity of the laboratory services performed.
  • Promotes professional growth and development by delegating tasks and responsibilities that match the skills and interest of the staff


Education Training and Experience:


  • Bachelor's degree in a chemical, physical, or biological science or medical technology from an accredited institution with at least four years of laboratory training and/or experience in high complexity testing
  • Current California Clinical Laboratory Scientist license, or limited license in area of responsibility
  • Five years combined clinical experience in Chemistry, Hematology or Coagulation.
  • Working knowledge of statistical quality control, laboratory instrument interfacing and middleware systems.
  • PhD Clinical Chemistry degree and/or ASCP Specialist in Hematology certification preferred.


Skills or Other Qualifications Required:


  • Demonstrates strong written and verbal communication skills.
  • Demonstrates strong background in technical areas of automated laboratory. Shows aptitude for writing detailed policies, procedures and reports required to comply with regulatory standards.
  • Knowledge of proper body mechanics, safety measures and infection control.
  • Demonstrates effective communications and interpersonal skills with all levels of staff and physicians.
  • Demonstrates organizational ability.


License and Certifications:


  • Required: Current State of California Clinical Laboratory Scientist license. 
  • Preferred: PhD Clinical Chemistry Degree and/or ASCP Specialist in Hematology certification.
