The Web Applications Developer is responsible for the design, development, maintenance and support of Hoag’s Teams, SharePoint, Web based information systems. The Web Applications Developer will collaborate with members of the patient care, business and Information Technology teams to develop and implement Microsoft Teams, SharePoint, web-based programs and portal solutions. He/she will evaluate system performance problems, customer requests for system changes and requests for new applications, and participates in the timely resolution of these activities. The Web Applications Developer will ensure that sound theoretical and technical criteria are used in implementation of Teams, SharePoint, web-based information systems, utilizing the appropriate resources. The Web Applications Developer is responsible for assuring the IT needs support the goals and objectives of the customer as well as the business needs of the organization.


Essential Functions:

Web Applications Developer

• Analyzes, designs, develops, and supports web-based applications based on specifications and according to Hoag and Web Services standards.

• Assists users in understanding web/portal functionality, enhances processes and applications through the use of web/portal technology. Recommends creative, web-based solutions.

• Interacts with IT staff, user clients, and vendors to identify specific requirements, problems, and resolutions; enhances the accessibility and functionality of applications through the Intranet and Internet.

• Performs all tasks associated with the design, evaluation, testing, and implementation for upgrades and changes to the web-based systems.

• Coordinates the planning of changes to ensure minimal impact to the production environment.

• Creates and maintains specific tables, web features and functions, as needed by customers, IT leadership and staff.

• Executes testing plans and resolves issues prior to production implementation.

• Monitors and manages the performance, stability and reliability of the web-based systems and databases.

• Serves as the Information Technology resource for issues pertaining to the web/portal applications.

• Addresses system concerns for the end-users.

• Troubleshoots and assisting in resolving web-related errors and other system issues.

• Identifies web application enhancements and works with the team to implement them.

• Prepares for and participates in web/portal design and/or remediation sessions.

• Communicating system changes to the end user and training staff.

• Leads small to medium-sized web projects

• Prepares for and participates in system design, validation and/or remediation sessions.

• Position may require local travel between various Hoag locations and its affiliates.

• Position may require participation in 24/7 department on-call program. On-call employees are required to carry a department issued phone or pager, respond to calls within 15 minutes, troubleshoot problem and provide services off-site as needed and be available to provide services on-site as needed within 1 ½ hours of being called or paged to respond.

• Position may require participating in meetings outside of normal business hours including occasional evenings and/or weekends.

• Performs other duties as assigned.


Web Applications Developer, Lead

• Independently resolves the most complex, multi-function application errors and system issues

• Manages system enhancement requests directly with the vendor.

• Leads and/or facilitates system design, validation and/or remediation sessions.

• Leads large web projects and functions as a subject matter expert on complex, cross-functional projects.

• Advanced understanding of how the web solutions impact or are impacted by other systems throughout the Hoag IT architecture and works directly with other Information Technology teams to resolve complex issues.

• Assists with the development of ongoing maintenance support procedures for the web team and/or IT department.

• Assists the management team with strategic and tactical planning activities

• Works with vendor relations staff and management team to assist with contract negotiations and participate in negotiation meetings.

• Assists the management team in coordinating the work of other web staff members and supervising the completion of assigned tasks.


Education, Training and Experience:


Web Applications Developer:

• Experience and/or training with healthcare information systems and terminology.

• Minimum three (3) years web programming/development experience and/or three (3) years experience with patient and physician portals.

• Advanced knowledge of multiple web development and/or portal technologies and tools, including ASP.NET, VB.NET and/or C#, Data Access (ADO.NET), AJAX, Visual Studio based on Windows Server Platforms, etc.

• Strong knowledge of Object Oriented Programming techniques, Microsoft SQL Server database platform, XML, Search Technologies & Tools, and Internet Information Server (IIS), etc.

• Ability to work independently on all assigned tasks


Web Applications Developer, Senior: In addition to the above, the Senior Web Applications Developer will have:

• Minimum of seven (7) or more years web programming / development experience and/or seven (7) years experience with patient and physician portals. • Expert level knowledge of multiple web development and/or portal technologies and tools • Ability to assist junior web application developers with completion of assigned tasks • Ability to mentor junior web application developers


Web Applications Developer, Lead: In addition to the above, the Lead Web Applications Developer will have:

• Ability to supervise other web applications developers

• Minimum three (3) years experience managing medium to large web projects



All Levels:

• Bachelor’s Degree in Computer Science, Information Systems or related field.

• Two (2) or more years experience working in a Health Care Web Services department, preferably within an acute care environment

• Experience with patient and physician portals

• Experience with Microsoft Office SharePoint Server platform technologies, design and development

• Experience with Web Services, MVC, Silverlight

• Experience with Team Foundation Server, Agile Development SDLC.

• Experience with classic ASP and Content Management Systems (e.g. DNN)


Skills or Other Qualifications:


Web Applications Developer

• Proficient with Microsoft office tools, including Word, Excel, PowerPoint, Visio and Access


Senior and Lead Web Applications Developer In addition to the above, the Senior and Lead Web Applications Developer should have:

• Possesses logical structured thinking abilities and can develop sound business cases to support planning and critical decision making

• Advanced presentation and facilitation skills



All Levels:

• Advanced experience with Microsoft office tools, including Word, Excel PowerPoint and Access.
